The Equal Start Identification Model for targeting childcare settings in deprived areas

 Equal Start is a funding model and a set of associated universal and targeted measures to support access and participation in early learning and school aged childcare for children who experience disadvantage. The Equal Start identification Model was developed by Pobal in conjunction with DCEDIY to identify the childcare services working with a concentration of disadvantaged children, using the Pobal HP Deprivation Index and other measures of child level disadvantage. This presentation outlines the technical development of the model, as well as the process followed during it's successful implementation. The model is now used in the allocation of tens of millions of euros of state expenditure, which the model ensure are directed to support children in Ireland's most disadvantaged communities.
